Description

Maintenance Contract Administrator

Olin Chlorine Products (OCP), a division of Olin Corporation, has an opportunity for a Maintenance Contract Administrator at the Freeport, TX location. The incumbent will administrate site wide maintenance contracts for Freeport, resolves issues pertaining to the contractor and the Olin job contact, ensure adherence to EH&S program requirements, and improve cost effectiveness of the service through work process improvements. The contract administrator acts as a maintenance focal point in determining site maintenance service contractor strategies by participating on project teams led by sourcing managers and specialists in the Purchasing function.

Responsibilities:

    Build effective working relationships with contractor management, supervision, and field roles.
    Knows and understands the terms and conditions of the maintenance contract.
    Work with contractor to ensure resource level is adequate to cover service requirements, including maintenance and turnaround activity
    Reviews requests for additional or replacement staffing and forwards for approval.
    Manages site access requirements for those contractors which are not on site every day.
    Manage the cost flow associated with the service including approval of payment of invoices and submission of cost recovery scripts or transactions. Ensure cost recovery work processes are documented and periodically audited.
    Track spending by service monthly against authorized annual P.O. amount.
    Provide technical knowledge or subject matter expertise to aid in issues resolution. Expertise includes applicable global and site safety standards and

 

Job Requirements:

    Conduct random Quality Assurance/Quality Control audits to qualify deliverables specified within the contracts.  Address gaps in actual vs. specified deliverables with representatives of Contract Companies.
    Provide effective communication with the service provider and the client.
    Maintain operating discipline and legal records in accordance with Olin management systems.
    Schedule and actively participate in quarterly reviews by contractor leadership of agreed on performance measures.
    Conduct periodic audit of the contractor’s EH&S program to ensure compliance.
    Perform periodic review of contractor safety performance to ensure continuous improvement or sustainability.
    Resolve safety, industrial hygiene, and environmental issues with the service contractor and the client (maintenance, operations, project, EH&S).
    Participate in root cause investigations and BOC analysis for service contractor EH&S incidents to ensure the true root cause is determined and actions are identified and implemented to close gaps.
    Participate in Maintenance, Engineering, and Contractor EH&S Delivery Leader incident reviews as appropriate.
    Attends and actively participates in contractor safety meetings to leverage Olin expectations and key learnings as appropriate.
    Performs field observations on assigned service contractors.
    Assist Olin purchasing Sourcing Manager or Sourcing Specialist in determining the most cost effective means of supplying the required contract services.
    Provide technical expertise to support Olin purchasing Sourcing Managers in strategy development and negotiation.
    In coordination with purchasing, Maintenance, Engineering, and Contractor EH&S, and appropriate client group, implement new service contracts and/or new service providers.
    Provide back-up support to other contract administrators.
    Provide technical coaching to contract administrators and other maintenance or operations aligned roles in execution of the work processes used by Olin.
    Use appropriate tools to improve service effectiveness and client satisfaction.
    Leverage maintenance resources, in alignment with site maintenance strategy, to provide required labor for plant turnarounds.
    Reviews service contractors staffing and equipment plans for each turnaround including skills qualifications and percentage of “at risk” personnel.
    Resolves safety, resourcing, service quality issues during turnaround execution as needed.

Education & Experience

    High school diploma or equivalent
    Working knowledge of SAP
    Prefer 5 years’ experience in Maintenance or Production environment

Additional Job Information:

    Good written and verbal communications skills.
    Good computer skills.
    Good SAP operating system skills
    Good working knowledge of Microsoft Office software (Outlook, Excel, Word, etc.)
    Good interpersonal skills.
    The ability to work effectively both individually and in a team environment is critical.
    Work schedule is 4-10’s or 9-80’s
