Under federal direction, the Senior Program Manager will review an extensive volume of existing data derived from the Five Cities demonstration projects and provide a detailed summary report; organize focus group engagements with existing and future cities and communities participating on the Chemical Defense Program (OHA stakeholders). This individual will develop an overarching framework, principles, key concepts and best practices for chemical defense and response that will be used to draft national guidance, standards and curriculum for communities to use in preparation to respond to a large scale chemical incident.
The Senior Program Manager will work with the Chemical Defense Program (CDP) to draft guidance documents, lessons-learned reports, white papers and lead subject matter expert (SME) work groups to obtain their feedback and recommendations.

Job Requirements:

Required Qualifications: 
This position is expected to perform day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations as well as organizing, directing and coordinating planning and production of all contact support activities.
Education Requirements: 
  • Education comparable to a Masters in Health Service Administration or public health.
  • Education comparable to an MBA and with emphasis on health security, disaster incident preparedness, and/or emergency management.
General Experience:
  • 7 years’ experience in managing complex engineering or technical efforts involving multiple facets of an engineering discipline.
Specialized Experience:
  • At least five years’ experience of direct supervision of technical personnel involved in life-cycle management support of complex systems. Must be capable of leading projects that involve the successful management of teams composed of engineers, scientists, and management professionals who have been involved in analyzing, designing, developing, integrating, training, testing, documenting, implementing and maintaining complex systems.
  • At least 5 years’ experience as an emergency services provider (preferably paramedic) and experience with hospital emergency management.
  • Experience in health care education and regional emergency management coordination.
  • At least five years’ experience in project management and/or health care education, preferably with education comparable to an MBA and with emphasis on health security, disaster incident preparedness, and/or emergency management.
  • Exceptional organizational and communications skills are required, to include strong writing skills.
  • On site in downtown Washington DC
  • Full time, position currently funded for 600 hours through , follow on funding possible
