Job Description:

Under federal direction, the Senior Program Manager will be responsible for engagement and collaboration with existing and future OHA stakeholders in support of OHA programs. In addition, the Project Coordinator/Manager will actively seek opportunities to align OHA programs with other DHS-led community engagements, thus leveraging successful local engagements such as BioWatch and the Domestic Nuclear Detection Office (DNDO) to advance OHA’s project reach.
For example, the Senior Program Manager will work with programs like the Chemical Defense Program (CDP) to coordinate ongoing CDP stakeholder cities’ information-sharing and follow-on demonstration project outputs such as city-authored After Action Reports (AARs) and future demonstration city selection criteria. Additional deliverables will include client lists of stakeholders for OHA project-derived guidance documents, lessons-learned, and subject matter expert (SME) work group recommendations, as determined by federal direction. 

Job Requirements:

Required Qualifications:
This position is expected to perform day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations as well as organizing, directing and coordinating planning and production of all contact support activities.
Education Requirements:
  • Education comparable to a Master’s degree, preferably in public health (MPH), Project Management, Community Relations or related field, to act as a liaison between OHA programs such as Chemical Defense, First Responders and DHS threat-specific components such as BioWatch, and their stakeholders at the local community level.
  • Some additional education in chemistry and /or biology is preferred if not already part of the candidate’s degree(s).
General Experience:
  • 7 years’ experience in managing complex engineering or technical efforts involving multiple facets of an engineering discipline.
Specialized Experience:
  • At least five years’ experience of direct supervision of technical personnel involved in life-cycle management support of complex systems. Must be capable of leading projects that involve the successful management of teams composed of engineers, scientists, and management professionals who have been involved in analyzing, designing, developing, integrating, training, testing, documenting, implementing and maintaining complex systems.
  • At least five years’ experience in public health, project management and/or educational outreach, with emphasis on health security, chemical/biological incident preparedness, and/or emergency management.
  • Exceptional organizational and communications skills are required, to include public speaking and participation in public forums and strong writing skills.
  • On site in downtown Washington DC
  • Full time, position currently funded for 600 hours through , follow on funding possible
