Personnel Security Specialist

COLLATERAL PERSONNEL SECURITY SPECIALIST (ALTERNATE SITE LEAD)

Security Requirements: Top Secret

Work Hours: 0800-1700 (Monday through Friday)

Duties:

• Possess knowledge of a wide range of security concepts, principles, and practices to support SOCSOUTH J2 in implementing the Command's Collateral Personnel Security, Physical Security, and SCI security programs.
• Possess the ability to communicate clearly, understand and interpret the security requirements that apply in a variety of locations within the headquarters facility (e.g., SCIF), and assist SOCSOUTH Security Manager in the development of new policies and procedures.
• Assist SOCSOUTH J2 Security Manager in monitoring the day-to-day performance of the Command's personnel and physical security programs.
• Assist SOCSOUTH Security Manager in identifying and analyzing trends in security violations and other security lapses.
• Support SOCSOUTH J2 personnel in the management of SOCSOUTH Command Visitor's Program and/or major exercises or events. Contractor shall be familiar with the requirements of Homeland Security Presidential Directive 12 (HSPD-12).
• Coordinate with SOCSOUTH Action Officers and pertinent security personnel to ensure clearances for classified conferences are transferred 72 hours prior to the event date and input into the access control database.
• Participate in the planning and conduct of personnel and physical security staff assistance visits, surveys and inspections. Contractor shall assist SOCSOUTH Security Manager in preparing for security staff visits, surveys, or inspections of physical and personnel security programs.
• Maintain a database to track and prepare ad hoc, quarterly, and annual reports concerning classification and declassification decisions in support of the Annual Agency Report (SF 311).
• Provide database administration and management support for all SOCSOUTH collateral containers, X-09 locks, Standard Forms 700, and all collateral facilities and offices.
• Assist with classification and declassification management, to include original and derivative classification and mandatory, systematic and automatic declassification programs; Ensure classified and controlled unclassified information is properly marked.
• Assist in the preparation of Security Classification Guides by reviewing and editing said documents.
• Coordinate with SOCSOUTH Action Officers and pertinent security personnel to ensure clearances for SCI classified conferences are transferred prior to the event date and inputted into the access control database.
• Complete SCI indoctrination documentation and conduct SCI indoctrination briefings.
• Maintain SSO Personnel Security files IAW Intelligence Community Policy Guide (ICPG) 704.1 Personnel Security Investigative Standards and Procedures Governing Eligibility for Access to Sensitive Compartmented Information and Other Controlled Access Program Information.
• Assist the SSO with all physical security matters pertaining to the administration and protection of the Sensitive Compartmented Information Facility (SCIF).
• Operate the SEM Model 23-5 disintegrator for the destruction of classified material, and perform operator-level maintenance of the disintegrator.
• Ensure classified and controlled unclassified information is properly marked for destruction.
• Will only destroy up to and including collateral level material.
• Remove shred particles and other destruction waste by-products from the Media Destruction Facility to trash containers located within the headquarters building.

 

Job Requirements:

Qualifications:

• Two years of experience with a DOD and/or government federal agencies/organizations and knowledge of classification and declassification standards and familiarity with adjudication process for security clearances.
• Two years security experience managing access/intrusion control systems, GSA-approved locks with DoD and/or federal law enforcement agencies/organizations, and processing background investigations with DoD and/or federal law enforcement agencies/organizations.
• Shall possess at least a High School Diploma.
• Must have a working knowledge of DOD Enterprise Architecture framework (i.e., SIPR, NIPR).
• Must be certified to operate the LENEL access control system within sixty (60) days of contract award.
• Must be proficient in the use of basic Microsoft Office software applications (e.g., Word, PowerPoint, Excel, and Access).
