Duties and responsibilities for the Contracting Specialist III include but are not limited to:
Provide pre-award and post-award acquisition support services involving researching, analyzing, and reviewing applicable regulations, departmental policies, created procurement instruments (e.g., modifications, orders, etc) cooperative agreements and grants. Procurement actions range from very simple to highly complex and include both fixed-price and cost-reimbursement contract types. The work requires attention to details and thorough documentation.
Provide advice and recommendations as deemed appropriate and necessary to support the Contracting officer’s decision-making process.
Shall have an in-depth working knowledge of federal procurement regulations and policies, as well as the ability to perform complex cost and/or price analysis functions and be knowledgeable and experience using electronic media, including Microsoft Office software (Word, Excel, Power-point, etc). Additionally, personnel must be able to quickly grasp procurement terms, methodologies, and processes, prepare contract files and associated electronic documentation and create procurement actions (e.g., contract, order, mod) for contract execution.
Assist the Contracting Officer in conducting strategic requirements review, acquisition strategy development, Request for Proposal development and in performing other related procurement tasks as required.
Assists the Contracting Officer in review of requirements documents submitted by the
Program Office to determine adequacy and sufficiency and make recommendations to the Contracting Officer to accept or reject.
Participates in meetings as required. Meetings include post-award conferences, periodic progress review meetings, acquisition planning meetings, post-award conferences, and other meetings as required by the Contracting Officer. During period review meetings, the Contracting Officer (CO) and/or Contracting Officer’s Technical Representative (COTR) will address performance issues, if any, and appropriate actions to be taken. Attendance in the meetings shall be at no extra cost to the Government.
Assists the Contracting Officer in preparing solicitations, acquisition plans, source selection plans, and other documents required in accordance with regulatory and local guidance. Documents shall be accurate, current, and maintained up to date (for example, Acquisition Plan milestone schedule).
Supports the Contracting Officer in assisting customers with the development and preparation of requirements documents (e.g., SOW, technical evaluation factors, performance plans, etc).
Completes all contract awards within the established Procurement Administrative Lead-times (PALT) identified in Officer of Procurement Services (OPS) Bulletin A-3, Projected Acquisition Timelines.
Completes and handles all contract files in accordance with acquisition regulations and DOL local policies and procedures.
Supports the Contracting Officer in source selections and will be required to signed Organization Conflicts of Interest (COI) and Non-Disclosure Agreement (NDAs). All source selection evaluation made accessible to Contractor personnel shall be protected and treated as “Source Selection Sensitive” information as defined in FAR 2.101 and pursuant to 3.104, Procurement Integrity. All source selection information shall be marked as such.
Prepare modifications for various contractual actions to include, but not limited to, contracts, purchase/delivery/task orders, blanket purchase agreements, indefinite delivery contracts, as necessary.
Administer and/or closeout Government contractual vehicles in accordance with regulatory guidance and DOL procedures.
May be required to assist the Contracting Officer in preparing responses to Freedom of Information Requests and Protests actions.
Shall have a minimum of eight (8) years of relevant experience in federal contracting, a Bachelor’s Degree, with a concentration in business (or 24 semester hours in business), from an accredited college or university. Must be able to research and analyze contract and financial data. The candidate shall have excellent writing skills and be able to communicate effectively both orally and in writing. The candidate shall also be familiar with the Federal Acquisition Regulation (FAR). Defense Acquisition Workforce Improvement Act (DAWIA) or Federal Acquisition Certification in Contracting Level III is desired but not required.

Acquisition Management System, Department of Labor’s contract writing system
Federal Procurement Data System-Next Generation (FPDS-NG)
Microsoft Office Word, Excel, Outlook and Power Point software
