USAL’s integrated optimal solutions are configured to support agency requirements through the development and delivery of uniquely configured cloud-based learning ecosystems. USAL is primarily focused on assisting the federal workforce, DoD, and State and Local municipalities to achieve agency missions effectively and efficiently. This procurement provides program support for acquisition and business operations for USAL.

 

POSITION DESCRIPTION

 

THIS POSITION IS CONTINGENT UPON CONTRACT AWARD

 

Duties and responsibilities for Program Management Support Specialist (Senior Contract Specialist include but are not limited to

 

  • Provide pre-award and post-award acquisition support services involving researching, analyzing, and reviewing applicable regulations, departmental policies, created procurement instruments (e.g., modifications, orders, Petc) cooperative agreements and grants. Procurement actions range from very simple to highly complex and include both fixed-price and cost-reimbursement contract types. The work requires attention to details and thorough documentation.
  • Assist researching and drafting documents in acquisition package and coordinate with the program office customers to ensure on-time submission of complete and workable requirements packages.
  • Assist with completion of Interagency Agreements (IAA)
  • Provides assistance with funds transfer including IAA, Part B and MIPR
  • Provide advice and recommendations as deemed appropriate and necessary to support the Program Office’s decision-making process.
  • .Assist in conducting strategic requirements review, acquisition strategy development, Request for Proposal development and in performing other related procurement tasks as required.
  • Assists in development of project requirements as well as the  review of requirements documents submitted by the Program Office to determine adequacy and sufficiency and make recommendations to the Program Office to accept or reject.
  • Participates in meetings as required. Meetings include post-award conferences, periodic progress review meetings, acquisition planning meetings, post-award conferences, and other meetings as required by the Program Office.
  • Assists the Program Office in preparing solicitations, acquisition plans, source selection plans, and other documents required in accordance with regulatory and local guidance. Documents shall be accurate, current, and maintained up to date (for example, Acquisition Plan milestone schedule).
  • Supports the Program Office in assisting customers with the development and preparation of requirements documents (e.g., SOW, technical evaluation factors, performance plans, etc).
  • Completes and handles all contract files in accordance with acquisition regulations and OPM local policies and procedures.

Job Requirements

MINIMUM REQUIREMENTS:

 

  • Bachelors Degree in Business or related Degree
  • Eight (8) years of relevant experience in a federal contracting environment
  • Must be able to research and analyze contract and financial data.
  • Must have an in-depth working knowledge of the Federal Acquisition Regulation (FAR) as well as the ability to perform complex cost and/or price analysis functions.
  • Must be familiar with MS Office products
  • Must have excellent writing skills and be able to communicate effectively both orally and in writing
  • Must be capable of working with individuals at all levels
  • Must be capable of working as a team member or individually.
