The Office of Personnel Management Human Resource Solutions (OPM HRS) provides customized human capital and training products and services to support Federal agencies in meeting their mission objectives. The mission of USALearning® (USAL) supports the development of the federal workforce and advances the accomplishment of agency missions through simplified and one-stop access to high quality e-Learning products, information, and services. USAL is a service provider by-government-for government that supports employee skills enhancement, retention, certifications and credentialing in the development of the Federal and DoD workforce. USAL’s integrated optimal solutions are configured to support agency requirements through the development and delivery of uniquely configured cloud-based learning ecosystems. USAL is primarily focused on assisting the federal workforce, DoD, and State and Local municipalities to achieve agency missions effectively and efficiently. This procurement provides program support for acquisition and business operations for USAL.

The Program Manager will have overall responsibility for the leadership and management oversight of the Office of Personnel Management Human Resource Solutions (OPM HRS) contract assuring financials, schedules, and objectives are met and that the highest level of customer satisfaction is achieved.
