The Proposal and Capture Director will partner with the business development and sales teams to help manage and report on pipeline, qualify opportunities, develop capture plans, and submit winning proposals. This role will occasionally oversee and manage multiple simultaneous capture and proposal activities throughout full lifecycle from pre-solicitation to post-award handoff.

  • Assists sales/BD teams with responding to and composing responses to customer information requests, RFPs, and sources sought postings
  • Develops new business pipeline reporting and facilitate periodic meetings for review at the sales and executive levels
  • Conduct “lessons learned” or after-action reports for unsuccessful submittals and apply lessons learned on subsequent pursuits
  • Identifies and analyzes opportunities in the pre-RFP stage of potential interest to SD and manages Pursuit / No Pursuit evaluations
  • Leads development of capture strategies, including analysis of customer issues, potential discriminators, assessment of competition, partnering requirements, price to win, and win strategy
  • Manages bid response strategies to ensure development of fully compliant proposals with solicitation requirements that convey company value proposition
  • Manages proposal response resources, assigns roles, and manages deliverables throughout proposal lifecycle
  • Work in collaboration with pricing analysts and finance to establish winning bid pricing that ensures a profitable return providing pricing guidelines for quote responses to Sales

To be successful in this role, an individual must be able to perform each essential duty in a satisfactory manner and should demonstrate all competencies listed above.   • Ability to serve as lead writer for management and past performance volumes
  • Ability to coordinate interactions and proposal input from partners and subcontractors
  • Ability to develop proposal outlines, templates and schedules plus price to win / competitive analysis models in support of key bids
  • Ability to work on multiple projects simultaneously under tight deadlines
  • Ability to facilitate/lead gate review standards and meetings, kick-off, status meetings, and color review sessions
  • Ability to produce hard and/or soft copy of the official proposal response and prepare documents for submission
  • Ability to manage hand-off of awarded contracts to operations
  • Must have knowledge to edit content of technical and price volumes
  • Detail oriented
  • Strong writing and interpersonal skills
  • Willingness to work high amount of overtime when required by proposal demands
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Project), Visio and Sharepoint


  • Bachelor’s degree in business or related field
  • Minimum of 2 years of government contracting
  • Minimum of 2 years of experience managing proposals of various complexity preferred


While performing general office duties for this position, the employee is regularly required to sit, stand and/or walk around (including the use of stairs). Other demands include the ability to openly communicate with others by talking, listening and reading, able to lift light objects (<25lbs), and use standard office equipment such as computer, printer, phone and cell phone. In addition, there is an occasional need to bend, twist or stoop in order to open/close cabinets, reach for files or other standard office type objects. 


The office environment is generally quiet and, in a temperature, controlled setting with random adjustments in noise or temperature due to others talking or laughing loudly, unscheduled maintenance repairs to the building or its interior offices or unpredictable situations due to weather or other acts beyond company control. An employee must be willing to work their regularly assigned work schedule for their particular duties and/or job responsibilities and in times of need, be able to work an extended schedule depending on company/department needs, project requirements or customer demands. Some overnight travel is required to facilitate work objectives. While at client site locations, if applicable, employee will be required to adhere to the proper safety precautions established by the client while in proximity to their work area, flight-line or maintenance repair center; work may require some physical effort in the handling of light materials, boxes or equipment. The temperature at client locations can vary from controlled to variations off hot/cold when working, standing or walking in or near the flight-line or maintenance repair center.
