We are seeking a Project Manager to support the National Institutes of Health’s National Institute of Allergy and Infectious Diseases (NIAID) in support of the overall functions of the OD/OSMO/OWER/HCAB. Responsibilities

  • Provide Human Capital Automation Program Support. This position will support the daily Human Capital HR Automation Branch operations.
  • Draft business requirements for new HR/human capital applications, as well as enhancements to existing applications
    • Analyze current state processes, leveraging SOPs, job aids, SME interviews, and any other applicable NIH materials.
    • Help identify opportunities to streamline and optimize when drafting the “to be” requirements.
    • Support in identifying and assembling comprehensive and representational integrated project teams.
    • Work with technical PM to schedule requirements gathering/vetting meetings.
  • Participate in system user acceptance testing (UAT) and related activities (i.e., logistics/scheduling, evaluating/prioritizing/consolidating tester feedback, etc.)
  • Develop communications and other change management deliverables HCAB products and services.
  • Support business support/tier I helpdesk support for HCAB systems.
  • Support HCAB in responding to user inquiries/tickets focused on policy or business functionality, as opposed to technical issue. Coordinate with applicable SMEs to provide users with timely response.
  • Manage role data and access for those applications HCAB supports.
  • Support reoccurring data analysis and outreach programs for the major HCAB solutions.
    • Analyze usage data and compliance by application and workflow type, establishing standard metrics for completion of primary actions.
    • Proactively reach out to users to counsel them through issues with specific cases or address problematic trends.

Qualifications

  • All support positions required a minimum of a BS degree; some require a MS, MD, or Ph.D.
  • The education, skills and relevant years of experience required for each support position are consistent with those identified as the minimum requirements for the labor categories specified in the contract.
  • Advanced knowledge and application Microsoft Office Suite SharePoint, Excel, Word, OneNote, Outlook, PowerPoint.
  • Strong organizational and time management skills.
  • Experience in project management including the development of project timelines.
  • No prerequisite knowledge of NIAID-specific systems required; however, candidates should have experience in the development or support of HR/human capital systems from the business perspective.
  • Experience in gathering and organizing data from multiple sources in logical and/or practical ways to support retrieval and manipulation.
