POSITION OVERVIEW

Crossroads is seeking a Program Manager to support of the U.S. Army Medical Center of Excellence (MEDCoE) at Fort Sam Houston.

Responsibilities

-Business Analyst Human Resources Level II. The contractor shall collect, analyze, and prepare occupational information to facilitate personnel, administration, training, and management functions for training organizations. Specifically, the Contractor shall provide management and manning of the on boarding program for the Command, to include gathering and interpreting data to develop actionable steps that will improve the on boarding processes. Provide on boarding development strategies to optimize on boarding resources.

-Surveying on-boarded new employees monthly and the MEDCoE On-boarding Presenters to identify long and short-range on-boarding needs.

-Retrieves data from DCPDS weekly and submits reports to Government POC to ensure accuracy of organization, position, and personnel.

-Conducts on-site analysis prepares EXSUMs containing program evaluation statements monthly.

-Provides weekly reports to the COR/G1/Civilian Human Resource Division (CHRD) Chief on the status, progress, and risks to the on-boarding program to meet Command/Senior Leader and COR reporting requirements.

-On-boarding and Training Coordination Services

-Coordinates schedules with designated points of contact and newly on-boarded employees within and outside of MEDCoE on a weekly basis.

-Secures locations and coordinates on-boarding schedules on a weekly basis.

-Synchronizes in-processing checklist of on-boarding civilian employees with G1, CHRD Chief, and the Fort Sam Houston Civilian Personnel Advisory Center once a month.

-PROGRAM DEVELOPMENT.

-Assists in the development of a monthly on-boarding guidance, procedures, and standards for new and/or changing 15+ MEDCoE program areas. Coordinate with G1/CHRD that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of MEDCoE’s mission requirements.

-Coordinates with G1/CHRD and ensures that new on-boarding / acculturation / people strategy standards are applied daily / weekly and provide a weekly status report to G1/.

-Advises G1/CHRD/MHRD staff in response to specific requests or individual room changes / staffing issues / administrative complications when alternatives are readily apparent.

-Coordinates on-boarding program requirements with management and with G1/CHRD/MHRD staff to provide assistance to all levels of management officials within MEDCoE.

-Provides detailed update briefing to the COR on any critical issues requiring prompt attention prior to the actual suspense for deliverables.

-Preferred Knowledge/Skills/Experience: Has 4 to 10 years’ experience and knowledge of the onboarding program sufficient to ensure all new employees have a successful onboarding with the Agency and maintain accurate, up to date, and relevant guidance.

-Extensive skill level in written and oral communications sufficient to provide clear and accurate information to targeted audiences about new onboarding methods, changes in agency onboarding processes, or relevant information to improve the acculturation process.

Requirements

-Be able to read, write, and speak English fluently.

-Possess excellent written, oral communication, and presentation skills.

-Be capable of learning and utilizing current and emerging military and commercial technology.

-Be proficient with the Microsoft Office suite and incorporated programs to include Excel, PowerPoint, Word, Outlook, and Access and be able to troubleshoot basic computer hardware and software required for services being provided under each individual task order.

-The work is sedentary. Work may also require walking and standing in conjunction with travel to and attendance at meetings away from the worksite within the Joint Base San Antonio. Some employees may carry light items. The work does not require any special physical effort

-Education - BA/BS or MA/MS degree
